日本で最もオーバーツーリズムが顕著に表れているといわれる京都市では、この10年、その対策に追われてきた。また、国内外でも新たな形で顕在化し、どの地域でも大きな社会問題になっている。国内外のオーバーツーリズムの状況とも照らし合わせながら、京都が健全な観光地として住民にも日本国民にもそしてもちろん訪日客にも愛されていくためにどんなことが必要か、10年近く京都を間近に調査してきた知見をもとに考察する。
