米国の国家安全保障会議の起源と沿革、政策上の機能と影響力を深く掘り下げ、政治学や国際関係学の教材として活用されている論文集を紹介した。国家安全保障政策が効果的に統合されるには、大統領が政策決定過程に精通し、外交政策関連部局のトップどうしが非公式会合を定期的に実施し、国家安全保障担当大統領補佐官が持論を政策に反映するのを自制して政策の統合・調整に徹するという３つの人的な必要要件があると指摘した。
