世紀転換期の米国によるグローバル・パワー化の回避の背景に共和党連合を結ぶ保護関税論および移民制限論があったとの視点に立ち、ロッジ（Henry Cabot Lodge）の言説から西半球外のフィリピン領有と両論とのかかわりを探った。ロッジはフィリピン生産者に一方的な特恵関税を認める一方、フィリピン産業開発に有益とされた中国人移民は米国本国の自治を脅かし「文明」を衰退させるとの理由で排斥したと論じた。
